LJUBLJANA, Slovenia -- Prime Minister Borut Pahor is sending an envoy to Zagreb and Belgrade, to discuss Kosovo's participation at the Western Balkan leaders' conference on March 20th in Slovenia, the STA agency reported on Tuesday (March 9th). Serbia opposes Kosovo participating in the forum as an independent state. Pahor has said that because of the dispute, the conference may be cancelled.
